Indra is not a fixed person, rather changes every so many Aeons, being more of a Regal Title than a permanent Being. The first Legend of the God Indra is that he was a Brahman on Earth who liked to make Merit and practice Generosity and Almsgiving and made a club of 33 friends to do these meritorious charity actions. After he died, he and all of his 33 colleagues went to the heavenly Realms, and were reborn there.

There were however some asura Yaksa there already, who approached and invited to drink alcohol. Indra did not, being a pure heart, and the Asura became drunk and misbehaved. Indra threw them out of the Heavens and down to what later became the new realm of the Asura; the 'Jadtu maha Rachiga'. Indra and his 33 Companions remained in the higher Heaven and Indra became their honored Ruler for his righteousness. The 33 heads of Erawan also represent the 33 friends of Indra.
